High-level committee proposes ILP introduction in Megahalaya

A high level committee on influx in Meghalaya today unanimously decided to propose to the state government for an introduction of an Inner Line Permit (ILP) to counter influx, besides demanding more teeth to the Interstate Workmen Act, 1979.

The second meeting of the committee chaired by deputy Chief Minister B M Lanong also has influential tribal NGOs as members besides legislators.

“The consensus of the high level committee was the introduction of ILP,” Lanong told reporters after the meeting.

In 2001, Meghalaya government had constituted a fact finding committee to study the ILP and its impact in states such as Arunachal Pradesh, Mizoram and Nagaland.

The committee also decided to revisit the findings of the 2001 official team to help in formalisation of the proposal set to be submitted to the government by month end.

Asked on if the Chief Minister Mukul Sangma would support the idea of having an ILP, Lanong said the Chief Minister is “democratic” and said he hoped the chief minister to have an open mind.

Among other issues raised by the members of the NGOs were also to urge the government to add more teeth to the Interstate Workmen Act, 1979 to make it more functional in spirit and in words.

Influential students organisation, the Khasi Students Union and NGOs like the FKJGP, HNYF, JYF, GSU who attended the meeting also pointed out the clashes of different authorities when it comes to registering migrant labourers.

The committee took note of the complaint and said it would recommend to the government to solve the existing conflict between different authorities doing the same job of registering labourers.
