6th National Conference on Implementation of Protection of Women of from Domestic Violence Act (Pwdva), 2005


The National Mission for Empowerment of Women (NMEW) in collaboration with the Lawyers Collective Women’s Rights Initiative (LCWRI), supported by UN Women is holding the Sixth National Conference on implementation of PWDVA, 2005 on 21st January 2013. Smt. Krishna Tirath, Minister for Women and Child Development will inaugurate the conference. TheHon’ble Chief Justice of India, Shri Altamas Kabir will also be present at the conference.
The Sixth Monitoring and Evaluation Report titled Staying Alive: Evaluating Court Orders will be released at the National Conference along with the release of the  ‘Best Practices Manual on the implementation of PWDV Act 2005’ and a ‘Resource Tool for Monitoring & Evaluation of PWDV Act 2005’. The Minister of Women and Child Development, Smt. Krishna Tirath,will release the Best Practices Manual PWDV Act 2005 & Resource Tool Monitoring and Evaluation PWDV Act 2005. TheHon’ble Chief Justice of India, Shri Altamas Kabir will release the 6th Monitoring & Evaluation Report titled ‘Staying Alive: Evaluating Court Order’.
The Best Practices Manual sets out to acknowledge the exemplary efforts of some States in implementation of PWDV Act. The Resource Tool builds a normative framework which can be used by state and central nodal agencies to comply with obligations under the PWDVA. The Monitoring & Evaluation Report documents implementation of the Act and evaluates its functioning by analyzing the judgments and orders passed. It also presents the attitudes, knowledge and practice of stakeholders under the Act.
This meeting will be attended by representatives from the State governments, representatives from Ministries, protection officers, representatives from civil society organizations/ women’s groups, UN officials and representatives from the press.

16th Meeting of the Ganga Flood Control Board

The 16th meeting of Ganga Flood Control Board was held on January 16 under the chairmanship of Union Minister of Water Resources Shri Harish Rawat here in New Delhi. Speaking on the occasion Shri Rawat elaborated the purpose of constitution of GFCB by saying that the Ganga Flood Control Board was constituted by the Government of India, for laying down broad policies, and directing concerted efforts, towards the management of floods in the Ganga basin, through preparation of integrated plans, for tackling the problems of flood, erosion and improper drainage. The National Water Policy, recommends that, there should be a master plan, for flood control, and management for each flood prone basin.

World Conference on International Telecommunications Held in Dubai

International telecommunication Union (ITU) summoned the World Conference on International Telecommunications (WCIT) in Dubai, United Arab Emirates which was held from 3 to14 December 2012. In the landmark conference, it was decided that the current International Telecommunications Regulations (ITRs) shall be reviewed. 

After negotiating for two weeks, the delegates from the length and breadth of the world agreed to a fresh international treaty called New Global Telecoms Treaty, which will welcome the power of information and communication technologies (ICTs) to everyone in the world. More than 2000 delegates from across the world were registered for this conference.

Narendra Modi inaugurated 6th Vibrant Gujarat summit

Chief Minister  of Gujarat Narendra Modi on 8 January 2013 inaugurated the biennial(held every second year) Vibrant Gujarat Global Investors meet by throwing open a mega trade exhibition that has over one thousand firms from as many as 16 countries displaying their products.

The highlight of the sixth edition of the summit is an international conference of academic institutions with expected participation of 200 delegates from 130 institutions from 50 countries.

The six-day global trade show spread across over 1 lakh square metres is supposed to receive a whopping 15 lakh visitors and has 13 domes, 14 pavilions, over a thousand stalls and over 25000 products on display and is going to be one of the largest of its kind in the country.

Unique and interesting displays from various companies are a centre of attraction at the Global Trade Show: like a unique Solar Aircraft model from Solvay Group, Craft Village by Industrial Extension Cottage, Solar Village by Gujarat Energy Development Agency and Gujarat Power Corporation Ltd.

11th Pravasi Bharatiya Divas meet kicked off in Kerala

The three-day 11th Pravasi Bharatiya Divas (PBD) kicked off in Kochi on 7 January 2013.

Prime Minister Manmohan Singh will inaugurate the annual flagship event on 8 January2013   and President Pranab Mukherjee will deliver the valedictory address on 9 January 2013and also confer the Pravasi Bharatiya Samman awards.

About Pravasi Bharatiya Divas:


Pravasi Bharatiya Divas (PBD) is celebrated on 9th January every year to mark the contribution of Overseas Indian community in the development of India. January 9 was chosen as the day to celebrate this occasion since it was on this day in 1915 that Mahatma Gandhi, the greatest Pravasi, returned to India from South Africa, led India’s freedom struggle and changed the lives of Indians forever.

International Tourism Mart at Guwahati

The Union Ministry of Tourism will organise an International Tourism Mart at Guwahati from 18th to 20th of January. Union Tourism Minister Shri K. Chiranjeevi said that this will not only be the first ever International Tourism event to be organised in the north-eastern region, but also the first International Tourism Mart to focus on a specific region of India.
The Minister informed that about 100 delegates including tourism Ministers, Tourism Secretaries, Tour operators, Hoteliers and Media Representatives from Australia, Bangladesh, Bhutan, Combodia, France, Germany, Indonesia, Italy, Japan, Korea, Lao PDR, Malaysia, Myanmar, The Philippines, Singapore, Sweden, Switzerland, Thailand, United Kingdom, United States of America and Vietnam will be attending the mart. He said these delegates will engage in one-two-one meetings with sellers from the north eastern region and West Bengal. Shri Chiranjeevi said this will enable tourism product suppliers from the region to reach out to international and domestic buyers and promote tourism in the region. 

Second National Conference on IVFRT

Ministry of Home Affairs (MHA) and National Informatics Centre (NIC) conducted the second National conference on Immigration, Visa and Foreigners’ Registration and Tracking (IVFRT) in New Delhi on 10th January. Over two hundred participants from Foreigners Regional Registration Offices (FRROs)/ Foreigners Registration Offices (FROs), Immigration Check Post and NIC officers participated in the conference. Senior officers from MHA, Ministry of External Affairs (MEA) and Bureau of Immigration also participated. Three technical sessions were conducted to brief the officers about various modules of the IVFRT like integrated Online Visa issuance system, C-FRO system, Advanced Passenger Information System, Immigration Control System etc. 

2nd BRICS Health Ministers’ Meet

The second BRICS Health Ministers’ Meet will begin with a two-day programme in New Delhi on 10th January. 

While the programme of first day will be held at Dr. Ramalingaswamy Auditorium, AIIMS, New Delhi, the second day programme will be at Banquet Hall, Ashoka Hotel, New Delhi. 

The first day’s programme will be participated by the Health Secretaries and Senior Advisors of BRICS countries. The second day’s programme will be participated by the Health Ministers of BRICS countries. 

It may be mentioned that the first BRICS Health Ministers’ Meeting was held at Beijing, China on 11th July, 2011 following a decision taken by Heads of BRICS countries in the Sanya Declaration of 14th April 2011. 

8th North East Business Summi

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER) Shri Paban Singh Ghatowar has inaugurated two-day 8th North East Business Summit at New Delhi on 9th January. Addressing on the occasion, Shri Ghatowar reiterated that it is the most opportune time for North East to capitalize on the growing trade relation with the bordering nations and emerge as a crucial enabler to enhance economic and cultural tie-ups with these neighbouring countries. He emphasized that the time has come for an effective hand-holding from all the stakeholders so that North-East India can reach next level of growth and economic prosperity and the Look East policy find its true meaning. 

The two-day Summit organised jointly by the Ministry of DoNER and the Indian Chamber of Commerce is likely to see participation from investors and experts from the North Eastern Region and neighbouring country.

Vice President Inaugurates International Urdu Marsia Conference

The Vice President of India, Shri M. Hamid Ansari inaugurated the “International Urdu Marsia Conference” held on 28 December at New Delhi. Addressing on the occasion he said that Marsia can be written and heard by heart only. A fully developed Marsiya is always an epic. He hoped that the seminar will help in getting more people associated with Marsia.

The word ‘Marsiya’ is derived from the Arabic word ‘Risa’, meaning a great tragedy or lamentation for a departed soul.Marsiya (or elegy), is nearly always on the death of Hasan and Hussein and their families, but occasionally on the death of relatives and friends. It is usually in six-lined stanzas with the rhyme aaaabb. The recitation of these elegies in the first ten days of Muharram is one of the greatest event in Muslim life

India-ASEAN summit

India-ASEAN summit to begin on Thursday 


India is hosting the ASEAN-India Commemorative Summit in New Delhi on December 20 and 21 to mark the 20th anniversary of the ASEAN-India dialogue partnership and the 10th anniversary of ASEAN-India Summit-level partnership.

The theme of the summit is 'ASEAN-India Partnership for Peace and Shared Prosperity'. 


The ASEAN-India Commemorative Summit, which New Delhi is hosting for the first time, commemorates the 10th anniversary of the summit-level meeting between ASEAN and India and the 20th anniversary of sectoral dialogue partnership between the two sides.


The event is expected to culminate in an all-embracing vision document based on recommendations from the Eminent Persons Group. 


The showpiece of the summit  to be the formal announcement of the conclusion of negotiations on a free trade agreement on services and investment, a defining step that will accelerate India's engagements with this economically vibrant region.

There is a new vibrancy in economic ties. ASEAN-India trade has been growing over 22 percent during the last six years.

Since the signing of the ASEAN-India trade in goods agreement in 2009 and its implementation since last year, bilateral trade during 2011-12 has increased by more than 37 percent.

The trade is estimated to be around $79 billion and the two sides have set a target of $100 billion by 2015.

Inter-Ministerial Conference for Maistreaming HIV

The two-day Inter-Ministerial Conference for mainstreaming HIV organized by the Department of AIDS Control held at New Delhi from December 19 -20.

The programme started with welcome by Dr. Neeraj Dhingra, Deputy Director General, TI, Department of AIDS Control.

Addressing the inaugural session, Ms. P Kousalya, President, Positive Women's Network said that HIV is a developmental issue which affects every aspect of life of an affected individual and has a significant impact beyond health, particularly of the women and children. 


Ms. Alexandra Solovieva, Deputy Country Director, UNDP, India said that under the leadership of NACO, India has made significant strides towards arresting new infections and reversing the epidemic. She emphasised that for inclusive and sustainable development it is important to deliberate on the scope for mainstreaming HIV and commented that the conference has been timed well with the twelfth five year plan to gear up the efforts in mainstreaming.  

Second India-ASEAN Business Fair & Business Conclave


The second India-ASEAN Business Fair (IABF) & Business Conclave slated from December 18 to 20 in New Delhi will give a fillip to business in the country.

The two-way trade between India and the 10-member ASEAN block could touch $100 billion by 2015 on the back of increasing economic engagement between the regions.
Currently, the trade between India and Association of South East Asian Nations (ASEAN) stood at $80 billion. 
Besides the free trade pact with ASEAN, India is negotiating market opening pact bilaterally with the members of the block.
India has already implemented FTA with Singapore and Malaysia and is negotiating with Indonesia in this regard.

UN conference on climate change has agreed to extend the life of the Kyoto Protocol

The UN conference on climate change has agreed to extend the life of the Kyoto Protocol, which controls the greenhouse gas emissions of rich countries, through 2020. The historic pact, which was agreed to by countries in 1997, expires this yearend. However, the new agreement only covers developed nations whose share of world greenhouse gas emissions is less than 15 percent. The protocol locks in only nations, excluding major developing polluters such as China and India, as well as the US which refuses to ratify it. The Protocol got extension with the EU, Australia, Switzerland and eight other industrialised nations signing up for binding emission cuts by 2020.

Hyderabad to host 6th Commonwealth Youth Parliament in 2013

Hyderabad has been selected by the Commonwealth Parliamentary Association (CPA) to host the sixth edition of Commonwealth Youth Parliament (CYP 2013) on 2013.“The CPA has formally chosen our State to organise the prestigious event in Hyderabad.
The theme of the sixth edition would be youth and unemployment and need for providing free education.

Poland to Host UN Climate Talks in 2013

Poland has been officially named the host of the next round of UN climate talks in 2013.
The decision was adopted  by negotiators from over 190 countries who gathered two weeks ago in the capital of Qatar, Doha, for the current round of talks.
Deeply divided on funding for poor countries and the fate of unused carbon emission permits, the participants of the Doha conference failed to yield a global climate pact to curb emissions of greenhouse gases.
Poland, which heavily relies on coal production, was chosen on the basis of geographical rotation as next year marks the turn of East European countries to host the annual event.
The country has been struggling to sell its unused emission quotas as there are only a few potential buyers and developing countries want the emission permits scrapped altogether.
The Kyoto Protocol, an international treaty linked to the United Nations Framework Convention on Climate Change (UNFCCC), was first negotiated in 1997 with the goal of reducing global greenhouse gas emissions.
After last year’s Climate Change Conference in Durban, 35 Kyoto Protocol member states agreed to adopt a universal legal treaty on climate change by 2015 after the initial agreement expires in 2012.
The United States has never joined the Kyoto Protocol, while Japan, New Zealand, Canada and Russia have already announced they will not be signing up to a new interim commitment to the treaty.
As a result, the extension would only cover about 15% of the world's emissions of greenhouse gases.

Doha Climate Talk: World agreed to Second Phase of Kyoto Protocol

The 18th session of the Conference of the Parties to the United Nation Frame work Convention on Climate change (UNFCCC) and the 8th session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol opened on 26 November 2012 and continued until 8 December 2012 at the Qatar National Convention Centre in Doha in Qatar.

The talks in Doha closed with a historic shift in principle but few genuine cuts in greenhouse gases.

On 8 December 2012, Almost 200 nations extended a weakened United Nations plan for combating global warming until 2020 with a reserved set of measures that would do nothing to halt rising world greenhouse gas emissions.
The world in Doha Climate Talk agreed to the second phase of the Kyoto Protocol, starting 2013 by agreeing to a roadmap for binding world to a new global legal compact on climate change by 2015 that would become operational by 2020.
Environment ministers of different extended until 2020 the Kyoto Protocol, which obliges about 35 industrialised nations to cut their greenhouse gas emissions until the end of 2012. That keeps the pact alive as the sole legally binding climate plan.

However, in an unparalleled incident, two of the most powerful countries — the US and Russia decided to discard parts of the deal gaveled through using diplomatic guile by host Qatar.

The US took on 192 countries to reject the principle of equity and the application of the principles of the UN climate convention to the post-2020 global deal.

Switzerland too joined the US and demanded its reservations and rejection of some of the decisions be put on record.

The Doha outcome — adopted on 8 December 2012 is a tricky balance among three different streams of climate negotiations. It secures a second phase of the Kyoto Protocol since it permits the unresolved issues of the last five years like adaptation and finance for poor countries, technology to be carried forward into future talks and creation of a framework to hammer out a new global compact by 2015.

 Highlights of the Doha Climate Talk
• Over the past two weeks from 26 November 2012 onwards the gathered nation made several compromises on each front to achieve a balance between competing demands to ensure that each stream of talks is concluded in parallel.
• The poor nations like the small island development countries and the least developed countries got the least out of the deal.
• There is neither a firm commitment for them on how the finances would be provided to fight climate change between now and 2020 and their cap on emission reductions during the eight-year period.
• For India, it was an instance of respite as it got its central plank - the principle of equity and common but differentiated responsibilities (CBDR) — re-inserted in the talks after it had been shut out of the negotiations in 2009 and 2010.
• Its concerns about high costs of intellectual properties in green technologies and the attempt by some developed countries to take unilateral decisions found weak references.
• The 27-member European Union, Australia, Switzerland and eight other industrialised nations agreed to the binding emission cuts by 2020. Each signatory had already legislated individual targets.
